r551882 only changes layout test runner, which does not affect browser_tests at all.

nasko@ - would you be able to help with this flaky test?

The test extension listens for chrome.webRequest.onBeforeRequest:

    chrome.webRequest.onBeforeRequest.addListener(function(details) {
      ...
      if (details.url.indexOf('protected_url') != -1) {
        chrome.test.sendMessage('protected_url');
      }
    }, {urls: ['<all_urls>']}, []);

but sometimes the test doesn't get the 'protected_url' test message.
