[iOS] Fullscreen Error Conditions Umbrella Bug |

Issue descriptionThe addition of the secondary toolbar for the UI refresh has introduced some new fullscreen scrolling issues. This is the umbrella bug for issues that have been detected and reported by the team. go/fullscreen-error-conditions contains a list of the issues that have been detected as well as example URLs that can be used to test fixes for these issues.

The remaining rendering issues under this umbrella bug are affected by the fullscreen experiments: Issue 841371 (crrev.com/c/1066784) and Issue 836400 (crrev.com/c/1066784). The results of these experiments are detailed in go/bijou-fullscreen's "Experimenting with FullscreenUIElement Implementation" section. Unfortunately, none of the experiments fixed both rendering issues, so we will have to decide how to prioritize which bugs we want fixed and using which solution.
