[iOS] Fullscreen Bug: Fixed-position elements at the bottom of the screen are sometimes jumpy when scrolling.

Issue description

Fixed position elements at the bottom of the page are sometimes jumpy when scrolling.  When scrolling such that the fullscreen progress moves from 1.0 => 0.0 (i.e. viewport height increasing), these elements seem to be laid out correctly and are translated at the same rate as the scroll.  However, when scrolling in the opposite direction such that the toolbars are hidden, the elements are choppy and scrolling at a lower frame rate than the rest of the content.

Status: Fixed (was: Started)
The viewport adjustment experiments have been completed (go/bijou-fullscreen-experiments).  One of those solutions will be used as the fix for this issue.
