[iOS] Fullscreen Bug: Content jumps a disproportionate distance from scroll offset changes.

Issue description

Some pages re-render in a choppy fashion while scroll events occur.  This is likely the result of an expensive page rendering pipeline, as it seems to occur on heavier pages (see The Guardian example below).  This issue seems to be avoided by enabling the fullscreen content inset experiment.

The viewport adjustment experiments have been completed (go/bijou-fullscreen-experiments).  One of those solutions will be used as the fix for this issue.
