EOC sometimes closes after slightly pulling up |

Issue descriptionChrome Version: 68.0.3400.0 (Official Build) canary (32-bit) OS: Android 8.1.0 What steps will reproduce the problem? (1) Trigger EOC (2) Open the tray to the half-open state (3) Pull up the bar a tiny bit. Repeat a few times at slightly-different heights. What is the expected result? The tray should stay in half-opened state What happens instead? Infrequently, but sometimes, EOC closes to the peek state.

Currently the half-height is disabled when swiping the sheet down (which is what you are hitting). We can re-enable half height when swiping down, but that conflicts with the UX of features like Contextual Search.

Assigning to Chris for UX guidance on what the appropriate interaction is here. For Chrome Home, we removed the half-state when closing the panel via a down swipe. So what's happening here is that the the sheet is lifted up, there's a slight down swipe, and we register that as the panel should be closing and close it entirely.

Disregard the previous comment, I misread the description. We do have the capability to allow the half state when swiping down.
