[VR Browsing Sounds] Intermittently, a sound is significantly lower in volume than expected

Issue description

Chrome Version: 67.0.3396.8
OS: Android O
Device: Pixel 2 XL
VRCore: 1.14.190701955

What steps will reproduce the problem?
(1) Enter VR browsing with headphones on and volume high enough to hear sounds.
(2) Hover over and click on buttons and the Omnibox.
(3) Type in the Omnibox and click on some search results.

What is the expected result? Click and hover sounds should all have consistent volume levels.

What happens instead? Often times the volume of a click or hover is a significantly lower volume than it should be. Then after another click or two the volume returns to the expected level.

I haven't "heard" this in a while. If I do, I'll re-open, but for now, closing as no repro.
