Print Preview Not Rendering in M68 ChromeOS

Issue description

Print preview is not rendering in Chromium 68.0.3398.0 built from ToT.  Attempting to print chrome://version and page in print preview never completes loading.

OOM reported from /var/log/ui/ui.LATEST

Problem discovered on an ASUS C302 aka "cave"
 
Think this is the same issue I ran into with a build from 67.0.3393.0 on link device. It seemed like it usually worked on PDFs, and usually failed for HTML pages.

weili@ I've attached a stack trace.  Looks like it's coming from PDF Compositor.  Would you mind taking a look?

I suspect this is the PDF Compositor canary.  It's currently working on Dev channel which is at 67.0.3383.0

It would make sense that PDFs work because they don't use compositor.

Allow access to ui discardable memory manager from pdf compositor

When Mus is enabled, discardable memory manager server runs in ui
service. This CL adds support to access discardable memory manager server
in ui service from pdf compositor service.
