When uploading files explorer file selection loads then chrome crashes

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/65.0.3325.181 Safari/537.36

Steps to reproduce the problem:
1. Open an file upload site
2. Click upload file
3. Wait a few seconds

What is the expected behavior?
I expect to be able to upload files

What went wrong?
Entire browser crashes. Chrome task manager shows Chrome memory usage going up for the entire browser, no specific tab.

Crashed report ID: Reporting is enabled but no reports being generated

How much crashed? Whole browser

Is it a problem with a plugin? No 

Did this work before? No 

Chrome version: 65.0.3325.181  Channel: stable
OS Version: 10.0
Flash Version: None

Upon restarting chrome it asks to restore pages, and the restore works fine however no crash report is generated.

Tested in chrome # 65.0.3325.181, Stable #66.0.3359.117 on win 10.0 and not able to reproduce the issue.
Steps followed:
1.Install chrome and open chromium.
2.Click on attach file.
Able to upload the file successfully.

@tiee: Could you please let me know if i have missed anything and if possible,Please create new profile without extensions and apps.Re-check once in latest chrome builds and let us know the observations and crash id from chrome://crashes of the issue which would help us to triage the issue further.

Hi,

The issue seems to be fixed after I deleted this folder:
C:\Users\(username)\AppData\Roaming\Microsoft\Protect\S-1-5-21-1893156158-846331627-1929272136-1004

What does this folder do? I'm wondering how I can mitigate this in the future.

Hi any updates? I have multiple users with this issue, I have since allocated a laptop that is having the issue so I can grab screenshots or videos, or even setup a screen share upon request.

Unable to reproduce the issue on Windows 10 as per steps mentioned in comment #0

tlee@ Could you retry the scenario on clean profile with no apps/applications or in-cognito and let us know your observations

If again browser crashes, please help us with 16 digit crash id from chrome://crashes
Hi,

Yes I have tried with a new profile. That did not work.
The issue does not occur in Incognito mode.
Please see comment 1 for crash report, Chrome is not generating crash reports, however I can send screenshots if that will help.

Do we have any idea what the folder (C:\Users\(username)\AppData\Roaming\Microsoft\Protect\S-1-5-21-1893156158-846331627-1929272136-1004) does? Once i delete that the issue goes away for awhile, then comes back sometime later.
