Scrolling slows down or pauses on some media in Chrome

Issue descriptionUserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_13_4) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/65.0.3325.181 Safari/537.36 Steps to reproduce the problem: 1. Open a page with media, for example this one: https://news.mit.edu/2018/manufacturing-graphene-rolls-ultrathin-membranes-0418 2. Try scrolling up and down with the mouse in-line over the media in the page (in this case the video), see it scrolls normally and fluidly up and down. 3. Now play the video and have it play or pause it, and repeat the above, on my machine chrome will stop scrolling when the mouse is over the media, and will continue if i give repeated scroll commands. The same thing occurs in Quip.com documents when i add images. What is the expected behavior? Scrolling should be smooth and fluid and not stop over content on the page What went wrong? see above Did this work before? Yes Several versions ago, i dont recall seeing this before. ajdunn83@ Thanks for the issue. Tested this issue on Mac OS 10.12.6. and Windows 10 on the latest Stable 66.0.3359.117, latest canary 68.0.3400.0 and the reported version 65.0.3325.181 and unable to reproduce the issue by following the below steps. 1. Launched Chrome and navigated to the above site. 2. could scroll smoothly and no issues are observed. 3. Played and Paused the video and scrolled through the page. No issues are observed when scrolling. Attached is the screen cast for reference. Request you to update chrome Stable to the latest version 66.0.3359.117, retry the issue on a new chrome version without any flags/extensions and update the thread with the observations. Thanks..
