Chrome crashes when AV blocks software_reporter_tool

UserAgent: Mozilla/5.0 (Windows NT 6.1; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/66.0.3359.45 Safari/537.36

Steps to reproduce the problem:
1. antivirus say chrome will launch software_reporter_tool
2. block this action
Chrome crashed .. restart request to restore the previous state.

What is the expected behavior?
no spyware if all report are disabled! why chrome launch this process?

What went wrong?
chrome add spyware without control?
more time before this process use very high CPU. (now blocked by antivirus)

Crashed report ID: no, report is disabled

How much crashed? Whole browser

Is it a problem with a plugin? No 

Did this work before? Yes 

Chrome version: 66.0.3359.45  Channel: n/a
OS Version: 6.1 (Windows 7, Windows Server 2008 R2)

and refuse chrome to launch this spyware, crash chrome!
another solution? remove folder work, but chrome reinstall it after.

Could you please specify which antivirus you use?

If you don't mind, it would also help if you can enable crash reporting ("Automatically send usage statistics and crash reports to Google" in Settings) temporarily, reproduce the crash, tell us the Crash ID and disable reporting again, so that we can look closer at what is happening.

I use Comodo antivirus whith HIPS secure.
I enabled crash reporting, I wait for next crash

I not reproduce, more week Chrome not launch software_reporter_tool and no crash.
How can I force Chrome to launch it?
Or problem is reverse: Chrome crash and before close, it launch software_reporter_tool? (that it should not, because the sending of report was disabled)
