jquery-ui draggers not movable using touch

Issue description

UserAgent: Mozilla/5.0 (Windows NT 6.1; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/65.0.3325.181 Safari/537.36
Platform: 10539.0.0 (official Build) dev-channel clapper

Steps to reproduce the problem:
1. Bring this test page - https://jqueryui.com/draggable/  
on chrome OS dev channel 67
2. Try dragging the dragger using touch 

What is the expected behavior?
Draggers or any elements that are draggable should work with touch

What went wrong?
Dragger was not movable with touch

Did this work before? Yes Works fine on the stable channel

I can see that touch doesn't work, but I can't find a version where it does work.  Could you tell us which version / device works with touch on this demo?
Hi - This works on chrome 66 
Which device? I tested on 66 on Pixelbook and the Asus flip and neither worked with touch.

I also can't drag on M66 in either Chrome Linux or Android. Are you sure it was M66 and that you didn't have any experiments enabled when you tried it before?

Hello, seems like this is an issue with this link  https://jqueryui.com/draggable/  and testnav seems to be working fine. This defect can be closed.
