Relative pseudo elements leave white space in divs

Steps to reproduce the problem:
Go to URL https://plnkr.co/edit/llQa2sSlYgi9kmMSDgdO to test

What is the expected behavior?
There should not be a white space between red and blue lines

What went wrong?
There is some white space between lines.

Did this work before? No 

Does this work in other browsers? N/A

Chrome version: 65.0.3325.181  Channel: stable

Able to reproduce this issue on reported version 65.0.3325.181 and latest canary 68.0.3404.0 using Windows 10, Mac 10.12.6 and Ubuntu 17.10. As this issue is seen from M-60(60.0.3112.0). Hence considering this issue as Non-Regression and marking as Untriaged.
