OS: Mac(10.12.6, 10.13.1, 10.13.5),Windows(7,8,8.1,10),Linux(14.04 LTS).


What steps will reproduce the problem?
(1) Launch chrome, navigate to http://www.orimi.com/pdf-test.pdf
(2) Give 'Print' command on pdf page, then right click on preview page and select inspect option.
(3) Press Ctrl+R to reload dev tools window(page navigated to chrome://print), now click on Back navigation button.
(4) Observe.


Actual: Unwanted 'Chrome PDF Viewer disabled' msg is seen after clicking on back navigation button.

Expected: No such a 'Chrome PDF Viewer disabled' msg should seen after clicking on back navigation button.

This is a non-regression issue from M60 series.

Note: Issue is seen on Beta/Stable #66.0.3359.117 and latest Dev build #67.0.3396.10
