CrOS FR: Keyboard shortcuts for moving windows between monitors

Project Member Reported by hjfreyer@google.com, Apr 19 2018

Issue description

Summary: I'd like a way to redistribute my windows between monitors without reaching for the mouse.

Use case / Motivation: I frequently "dock and undock" my chromebook, which unfortunately moves all the windows back to the primary display. I filed a FR [1] to fix this directly, but I'm willing to believe that's a trickier ask, and I'd get 80% of the way there by just having keyboard shortcuts similar to Alt+[ and Alt+] except they move windows to the left-or-right screen.

Existing workarounds:

De-maximize each window, drag it to the appropriate display, re-maximize.
