CrOS FR: Windows should remember which display they "want" to be on

Issue description

Summary: 

1) Plug in external monitor.
2) Create a new window, drag it to the external monitor.
3) Unplug the monitor.
4) Observe: The window has moved back to the laptop display.
5) Reattach the monitor.

Desired behavior: The window moves back to the external monitor.

Actual behavior: The window (along with all windows) moves to whatever the "primary display" is.


Use case / Motivation: I frequently "dock and undock" my chromebook, which unfortunately moves all the windows back to the primary display. Then I just have to undertake the slightly tedious task of rearranging all my windows when I get back to my desk.


Existing workarounds: De-maximize each window, drag it to the appropriate display, re-maximize.

This is a dup of crbug.com/740268 and is already landed in Chrome OS 66 beta which should hit stable shortly.
