OS: Win(7, 8, 8.1, 10), Linux(14.04 LTS) and Mac(10.12.6, 10.13.1, 10.13.5).

Steps to reproduce:
1. Launch Chrome and go to chrome://settings/
2. Click on the person in People's section, then click on the back arrow button located besides "Edit person" text. This will navigate back to chrome://settings/ page.
3. Now press 'Tab' to traverse the focus throughout the page and observe.

Actual Result: Focus directly traverse from People's section to 'Themes' paper icon button in chrome://settings/ page.
Expected Result: Focus should not skip any element while traversing throughout the page.

This is Regression issue broken in 'M-67’ and Using the per-revision bisect providing the bisect results,

Good Build: 67.0.3368.0 (Revision: 542341)
Bad Build:  67.0.3369.0 (Revision: 542817) 

You are probably looking for a change made after 542361 (known good), but no later than 542362 (first known bad).
