Evaluate to Console is not appearing in right click context menu when debugging

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/65.0.3325.181 Safari/537.36

Steps to reproduce the problem:
1. Set a breakpoint in a JS file in the source tab
2. Find an expression you would expect to be able to evaluate in watch or the console at the given time of pause.
3. Right click to show context menu to select Evaluate from Console

What is the expected behavior?
Evaluate from console should be available as an option

What went wrong?
Evaluate from console is NOT available as an option

Did this work before? Yes 

Chrome version: 65.0.3325.181  Channel: stable
OS Version: 10.0
Flash Version: 

This has happened before and I have filed a report, though previously this was when you had a current search term for the document in the source tab. 

I have tested this and this is not the case now, ie. it happens when you are not search through the current JS file in the Source tab.

Tested this issue on Mac OS 10.12.6. and Windows 10 on the latest Stable 66.0.3359.117, latest canary 68.0.3400.0 and the reported version 65.0.3325.181 and unable to reproduce the issue by following the below steps.

1. Launched Chrome and navigated Devtools -> Sources -> opened a .js file and added a breakpoint.
2. On right clicking, can observe the option 'Evaluate in Console' in the context menu.
Attached is the screen cast for reference.

Request you to check and update if anything is missed from our end in triaging the issue.

Also request you to update chrome Stable to the latest version 66.0.3359.117, retry the issue on a new chrome version without any flags/extensions and update the thread with the observations.

Re-tested this issue on Windows 10 and Mac OS 10.13.3 on the latest Stable 66.0.3359.117 and Canary 68.0.3403.0 and unable to reproduce the issue.

Can view the option 'Evaluate in Console' in a js file in Devtools -> Sources tab.
Change the Devtools theme to Dark and can still see the option.
Attached is the screen shot for reference.

Request you to provide the file where this issue can be seen.
Also request you to provide the screen cast of the steps followed which will help in further triaging of the issue.
