OS: Mac(10.12.6, 10.13.1, 10.13.5).

Steps to reproduce:
1. Launch chrome, click on bookmark icon in Omnibox and click on More button on bookmark bubble.
2. On Edit bookmark overlay, right click on 'Name' textbox and set 'Writing Direction' as 'Right to left'.
3. Observe.

Actual Result: Text Caret does not change its position after changing writing direction to 'Right to Left' 
Expected Result: Text Caret should change its position after changing writing direction to 'Right to Left' 

This is Non-regression issue seen from ‘M-66’ build #66.0.3358.0

Note: 1. Issue is also reproducible on Beta/Stable #66.0.3359.117, Dev #67.0.3396.10
      2. Issue is not reproducible on Win(7,8,8.1,10), Linux(14.04 LTS).
