body tree doesn't appear after refresh a page

Issue description

UserAgent: Mozilla/5.0 (X11; Linux x86_64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/66.0.3359.117 Safari/537.36

Steps to reproduce the problem:
1. Open dev tools. See the body tree elements
2. Refresh a page
3. Body tree is empty

What is the expected behavior?
Body tree has children elements

What went wrong?
Body tree hasn't children elements after refresh a page

Did this work before? N/A 

Chrome version: 66.0.3359.117  Channel: stable
OS Version: 16.04 LTS

Looks like a duplicate of  issue 829884 .
