Regression:Unwanted blue highlight appears on second entry after clicking on 'cancel' button of first entry.

Chrome Version: 68.0.3399.0 (Official Build)Revision d20bd588bc3710f957224d4b791975e67d8c0119-refs/heads/master@{#551554} (32/64-bit) 
OS:Win(7,8,8.1,10), Mac(10.12.6, 10.13.1, 10.13.5) and Linux (14.04 LTS).

What steps will reproduce the problem?
(1)Launch chrome and navigate to http://azurespeed.com/Azure/Download or https://speed.hetzner.de/
(2)Download 3-4 files,press Ctrl+J to open chrome://downloads
(3)Open devtools > dock to right > click on toggle device button.
(4)Now click on cancel button of first entry and observe second entry.

Actual: Unwanted blue highlight appears on second entry after clicking on 'cancel' button of first entry.

Expected: No such blue highlight should be seen on second entry after clicking on 'cancel' button of first entry.

This is a regression issue broken in 'M66' and below is the manual bisect info

You are probably looking for a change made after 538571 (known good), but no later than 538572 (first known bad).

The script might not always return single CL as suspect as some perf builds might get missing due to failure.
