Steps to reproduce the problem:
1. Use the Pixelbook for a while
2. Get a notification

What is the expected behavior?
Notification should pop-up on the bottom right along with the # of notification's increasing.

What went wrong?
Only the notification counter is correct, but I don't see the notification pop-up unless I click the counter.

Did this work before? Yes Maybe 1 week ago.  I don't think it started with an OS update
