is it a mirror, and of what: not a mirror
permissions: same as chromiumos/containers/crostini-theme

Note that this is a replacement for chromiumos/containers/crostini-theme. We're checking in third_party code so we need this to live under third_party. If there's a way to move a repo, that would be fine too.

cros-adapta seems like it's more consistent with the way most repos are named.
