Non-candidate window option for Array input method.

Project Member Reported by yhanada@chromium.org, Apr 18 2018

Issue description

It's good to have No-candidate window option for Array input method because power users of this input method don't need a candidate window.

I'd suggest to have the candidate window in fixed position (bottom of screen) than floating. Fluent typers doesn't need candidate window as frequent as newbies. And it would be useful for all input methods.

Can someone add a screeshot or mock so I'm sure exactly what we're talking about?
It's the "candidate window" showing candidate words. If you can type faster than 60cpm this window is just a flasher. It would be nicer to keep it in fixed position (typically the task bar) so that it would not distract.

In this picture there's another problem (there should be 10 candidates but only 5 is shown). I'll file another bug for that.
