Delete `atest stable_version`

With the implementation of the `stable_version` command in
 bug 827734 , the `atest stable_version` command is obsolete,
and should be deleted.

[autotest] Delete `atest stable_version`

The `atest stable_version` command has been replaced with the
`stable_version` command.  So, delete the obsolete code.

BUG= chromium:834459 
TEST=run `atest stable_version`, see it fail.
