Omnibox - Input box shadow has regressed

Issue description

Chrome Version: 67.0.3396.8 Dev
OS: Android 8.1.0 on Pixel 2

What steps will reproduce the problem?
(1) Navigate to https://www.google.com
(2) Enter VR Browsing
(3) Click on the Omnibox URL to trigger keyboard entry.
(4) Review the shadow for the various controls.

What is the expected result?
Shadow should meet spec. 

What happens instead?
The Shadow is now small, just a few pixels of blur radius, and dark.

Ian, does the combination of your shadow fix and padding fix address this as well?  It sounds like it would.

It has merged. The only thing that needs to be merged is this (fixes a bug exposed by the already-merged shadow: https://bugs.chromium.org/p/chromium/issues/detail?id=834432). The merge request is already out for the other one.

Verified with previous fix.  Looks good on build 67.0.3396.17 Dev build.
