Issue descriptioncyan-chrome-pfq is failing HWTest [bvt-arc] https://luci-milo.appspot.com/buildbot/chromeos/cyan-chrome-pfq/2987 is (possibly) the first instance; the runs before were red due to infra (so the regression may have happened earlier) This is causing the PFQ to be red.
