Omnibox - Input Box and Back button fade out/in after transition

Issue description

Chrome Version: 67.0.3396.8 Dev & Canary
OS: Android 8.1.0 on Pixel 2 and Pixel 2 XL

What steps will reproduce the problem?
(1) Navigate to https://wwww.google.com
(2) Enter VR Browsing
(3) Click on the Omnibox URL box.
(4) Watch the transition and a little while after.

What is the expected result?
The Omnibox input box and keyboard should transition in and there should be no redraw to of the input box and back button.

What happens instead?
The input box and back button are redrawn at the end of the transition (fade out/in effect).  
The Keyboard does not transition in.

This issue is now fixed in M67.  It was caused by the tree-walk optimization.  That optimization is now disabled in 67, but a real fix for the problem has also landed on ToT.
Verified on 67.0.3396.16
