What steps will reproduce the problem?
1. --enable-features=ViewsBrowserWindows
2. Launch Chrome
3. Navigate to any URL / New tab page
4. Goto devtools/ inspect element(upon right click)
5. Click on 3 dots (at top right corner)
6. Select "undock into separate window "

What is the expected result?
Menu items along with min,max & full screen icons should not be overlapped with the menu items when we select  "undock into separate window "

What happens instead?
All the menu items along with min,max & full screen icons are getting overlapped with the menu items when we select  "undock into separate window "

Note: 
1. Same issue observed on Guest mode, Incognito mode also.
2. Issue is not seen without enabling above flag
