Add emoji search functionality

Reported by alex.gay...@gmail.com, Apr 18 2018

Issue description

UserAgent: Mozilla/5.0 (X11; CrOS x86_64 10323.67.5) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/65.0.3325.209 Safari/537.36
Platform: 10323.67.5 (Official Build) stable-channel eve

Steps to reproduce the problem:
1. Enable the emoji keyboard (chrome://flags)
2. Open it
3. Look for a search function because you are out of touch with the kids and need to search for emojis to find them.

What is the expected behavior?
You can search and find the "tada" emoji to tell your friend happy birthday.

What went wrong?
I still haven't found the emoji...

Did this work before? N/A

Chrome version: 65.0.3325.209 Channel: stable
OS Version: 10323.67.5
Flash Version:

I believe UI>Input>VirtualKeyboard is the correct category

Thanks for submitting this, we are looking into adding that functionality later this year.
This could probably be changed to Type=Feature.

Thanks for triaging all these bugs
