Regression:Gear icon (i.e notification settings) is missing in extension bubble.

Chrome Version: 67.0.3396.10 (Official Build) Revision 5f5009767d16328f4a3c8c4cc6610a7f8bfe0d9e-refs/branch-heads/3396@{#66} 32/64-bit.
OS:Win(7,8,8.1,10) and Linux(14.04 LTS).

What steps will reproduce the problem?
(1)Launch chrome and add extension 'save to google drive' from above url
(2)Click on extension icon such that bubble appears at bottom right side and observe


Actual: Gear icon (i.e notification settings) is missing in extension bubble 

Expected: Gear icon (i.e notification settings) should be seen in extension bubble.

Note: Also Gear icon(i.e notification settings) doesn't appear in extension bubble.

This is a regression issue broken in 'M65' and below is the per-revision bisect info
Good Build: 67.0.3390.0 (Revision:528845)
Bad Build:  67.0.3393.0 (Revision:529150)


Note: 
1.Issue not seen on  Mac(10.12.6, 10.13.1, 10.13.5) OS
2.Issue is also reproducible on M-68 Canary (build # 68.0.3399.0).

Unable to narrow down the range using per-revision bisect hence providing the bisect using old script
Good Build: 67.0.3390.0 (Revision:548637)
Bad Build:  67.0.3393.0 (Revision:549377)

Narrow bisect info:
You are probably looking for a change made after 549198 (known good), but no later than 549209 (first known bad).
