Non-Regression : 'Enter your email' text should be seen as ghost text at Email Field box in Sign-in screen

Issue description

Chrome Version: 66.0.3359.117/10452.69.0 beta channel Daisy,Kip,Reks
OS: Chrome

What steps will reproduce the problem?
(1)Recover Build -> Connect to Wi-Fi network -> Now click on 'Accept and continue' in EULA screen -> Sign-in screen is available
(2)Observe 'Enter your email' text is first seen as ghost text and then immediately seen at top side -> Same Issue is seen for 'Enter your password' text
(Please refer video)

Note:
1.After clicking outside of the cursor ->'Enter your email' text is seen as ghost text in the field
2.In 'Sign in as Existing User' observe  'Enter your email' text is seen as ghost text and after Email Id is entered text is seen at top side
(Please refer 'Expected_Text' video)

Expected: 'Enter your email' text (& 'Enter your password' text )should be seen as ghost text and after Email Id is entered text should be seen at top side
Actual: Instead 'Enter your email' text (& 'Enter your password' text )is seen at top side of the Cursor

This is Non-Regression issue seen from M-62

+kaizhang@, I've been assigned 10+ bugs on the Gaia sign-in page, but there's nothing actionable on my side. I believe most bugs are minor UI polish or working as intended. But, please still take a look and I'll mark them as intended if you don't have permission to do so. Thank you.

This seems WAI to me, as the behavior is the same as on other platforms such as Web. Suggest to add +sblankenship@ to confirm.

Yes, this is the intended behavior based on how the shared text input we're using was implemented.
