What steps will reproduce the problem?
(1)Sign into User -> Now at Uber Tray click on 'Sign out' -> In Sign-out screen click on Uber Tray and select 'Accessibility' -> enable 'Docked magnifier' 
(2)Also enable 'Automatic clicks' -> Now hover mouse pointer at 'Password' field and move mouse -> observe flickering
(Please refer Video)

Note: Disable 'Automatic clicks' -> Now hover mouse pointer at 'Password' field and move mouse -> observe no flickering is seen
(Please refer 'Expected_NoFlickering' Video)

Expected: No such flickering should be seen
Actual: Instead Flickering is seen

This is Non-Regression Issue as 'Docked Magnifier' is seen from M-66
