What steps will reproduce the problem?
1)Sign into User -> Now at Uber tray -> click on 'Accessibility' -> Select  'On-screen Keyboard' option 
(2)'On-screen Keyboard'  Icon is seen at shelf -> click on it -> now hover mouse pointer on 'Three dot menu' and observe for tool tip

(3)Click on 'Three dot menu' -> hover mouse pointer on 'Emoji palette' , 'Handwriting input' 'Customize languages and input..' icons and observe for tooltip
(Please refer Video)

Expected:
a)After step(3) On hovering mouse on 'Three dot menu' option Tool tip should be seen such as 'Actions' or 'More actions..'
b)After step(4) 'Emoji palette' , 'Handwriting input' 'Customize languages and input..' tool tip should be seen on hovering mouse on Icons

Actual: Instead
a)Tool tip is seen missing for  Three dot menu.
b)Tool tip is seen missing for Icons

This is Non-regression Issue seen from M-62

@omrilio : Please confirm the Issue

Note :
Enable 'Show input options in the shelf' at 'Languages and input' in chrome://settings page -> Input methods will be seen at shelf -> click on it and hover mouse pointer on Icons and observe tool tip is seen
