The wrong korean language label is being displayed on Setting

Issue description

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_12_5) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/65.0.3325.181 Safari/537.36

Steps to reproduce the problem:
1. Open the  chrome://settings
2. Move to Language Section
3. Select the language detail settings.

What is the expected behavior?
가장 위로 이동 - [Top]
위로 이동 - [up]

What went wrong?
The wrong language label is being displayed on Setting.

위로 이동 - [up]
위로 이동 - [up]

Did this work before? Yes I don't know exactly a version.

Chrome version: 65.0.3325.181  Channel: n/a
OS Version: OS X 10.12.5
Flash Version: Shockwave Flash 29.0 r0

Thanks for your report.

I'm not a korean speaker but I can reproduce this bug locally like so:

1) Set system locale to Korean - Primary
2) Restart Chrome
3) chrome://settings, and find Language
4) Click the third item or lower in the list - the top two labels in the menu are the same text and should be different.

I think this is probably a translation error - marking for l10n triage.

Able to reproduce this issue on reported version 65.0.3325.181 using  Mac, Win and Linux platform. Attaching screenshoot for reference.

Steps:
----------
1. Opened chrome://settings
2. Moved to Language Section
3. Selected the language detail settings
4. Observing the wrong korean language label is being displayed 

Tested this issue on M60 observing similar behavior, so considering this is a non-regression issue and marking it as untriaged.

As updated in C#3, this seems to be non regression issue as similar behavior is seen on M-60 as well. Adding UI>Settings and requesting someone from the respective team for more inputs on this.
