Steps to reproduce the problem:
1. Make input tag.
2. Add 'onkeyup' event on input.
3. Write down short word such as 테스트 that is the complete language(such as Korean, Japanese)
4. press enter key(key code 13).

What is the expected behavior?
An event occurs when the enter input is terminated.

What went wrong?
An event occurs when you press enter even though it is an 'onkeyup' event.

What Input Language is being used on your Mac?

I presume you are indicating that you are getting the keyup event while you are still holding the physical key still down?

I used to Korea language.
The input word is '테스트'. Occurs when the keyup event hits key. I think it happens as the letter is completed by pressing enter.

Tested the issue on reported version 65.0.3325.181 using Mac 10.13.3 with steps mentioned in comment#0. Attaching screencast for reference.

1. Changed input language to korean. Typed "t" -- observed onkeyup event, then "e" -- observed (2)onkeyup event and now pressed enter and observed (4)onkeyup event.

@Reporter: Please check the screencast and let us know if this the issue you are facing? Any further information on reproducing the issue would help in further debugging.

Thanks!

Sorry too late reply.
You are entering only consonants.
Problems occur when typing a complete language that combines consonants and vowels.
Please Enter '테스트' word. English key press' xptmxm' using korean.

Able to reproduce the issue on Mac 10.13.3, Win-10 and Ubuntu 14.04 using chrome reported version #65.0.3325.181 and latest canary #68.0.3436.0.
This is a non-regression issue as it is observed from M60 old builds.

Hence, marking it as untriaged to get more inputs from dev team.

Thanks...!!
