Ensure web-trusted certificates show up in certificate manger when passed through OpenNetworkConfiguration in Public Session

Issue description

Kai-Shen reported that while certificates passed in OpenNetworkConfiguration with TrustBit: Web are respected, they don't show up in chrome://settings/certificate/authorities .

They are supposed to show up.

Ivan, would you mind trying out if they really don't appear? I think they definitely should appear, at least since the policy certs refactoring in  bug 787602 .
My plate is a bit full at the moment, how quickly you need this?

Or if this is simple enough and you give me instructions I can do it today (don't know much about cert stuff).
This is not urgent, I just remembered that you had tested policy-pushed additional Trust Anchors (CA certificates with TrustBit 'Web' in OpenNetworkConfiguration policy) in public/managed sessions a while (~2 months?) back so I thought you might still have a setup for this.

Conclusion: No todo here, I'll try this out next week :)
