Tab title is displayed as ‘New tab’ navigating to copied download URL link

Issue description

App Version: 68.0.3398.0 canary
iOS Version: 10.3.3, 11.4 beta 1
Devices: iPhone 7, iPhone X, iPad Air

Steps to reproduce:
1. Launch Chrome
2. Open a New Tab
3. Navigate to https://developer.apple.com/fonts
4. Long Press on ‘Download’
5. Tap on ‘Copy Link URL’
6. Open a NTP
7. Navigate to the copied URL
8. Tap on tab switcher icon

Observed results:
Tab title is displayed as ‘New tab’

Expected results:
Tab title should be displayed as ‘Download’

Number of times you were able to reproduce: 5/5

Bug reproducible after clearing cache and cookies: Yes

TabTitle always uses the title of the last committed navigation item. In this specific case Chrome does not discard pending entry after step 7 to avoid ugly animation when NTP is hidden and then quickly shown. As a result there is a discrepancy between Tab Title and the rest of displayed UI.

It would be possible to fix the bug by special-casing WebStateImpl::GetTitle. But the fix would be ugly and not worthwhile for this minor bug.
