Repro steps:

# Enable full screen magnifier using Accessibility options
# Set magnification to something high enough that you can't see the shelf if you are in an app. Put focus anywhere such that the shelf doesn't appear on screen.
# Use keyboard shortcuts to bring focus to one of the areas of the shelf. For example, alt + shift + s for the status bar in the lower right corner or alt + shift + l for the launcher in the lower left corner.
Expected: magnifier centers around the area with focus, that is, the lower right or lower left corner respectively 
Actual: magnifier follows change of focus while pressing tab within an application but does not move to the areas of the UI with focus

I found this to be vital because sometimes you can get "lost" in the screen and it would be nice to snap the magnifier to a known location.
