Migrate incremental builders to LUCI Swarming

ChromeOS incremental builders should migrate to swarming. 

However, these builders need to run on the same build machine repeatedly to be effective, which doesn't yet work.

This bug covers migrating incremental builders from the chromeos and chromiumos waterfalls.

chromeos_config: Move incrementals to swarming.

This CL moves the active incremental build slaves to swarming with
build affinity.

This also ensures that build affinty is disabled for all tryjob
configs.
