This change moves the master-paladin to swarming, and moves it's build scheduling from the chromiumos-chromite to the chromos LUCI projects. This builder will run in Prod, NOT on a CQ config in the affinity pool, since our current affinity implementation doesn't work for master builders (or help them much). This is the final builder on the chromeos waterfall.
