chromeos_config: Migrate master-paladin to swarming.

This change moves the master-paladin to swarming, and moves it's build
scheduling from the chromiumos-chromite to the chromos LUCI projects.

This builder will run in Prod, NOT on a CQ config in the affinity
pool, since our current affinity implementation doesn't work for
master builders (or help them much).

This is the final builder on the chromeos waterfall.

master.chromeos: Mark readonly.

Mark the master.chromeos bucket read only, since the waterfall is
going away. This should allow us to keep reading information about
existing builds, while confirming that we don't create new ones.

chromiumos-chromite: Rm luci-scheduler.cfg.

After moving the master-paladin to swarming, there are no remaining
builds to schedule from this project. Remove the scheduler config.
