We expect developers to have a copy of depot_tools in their path to bootstrap assorted parts of the build, and for that depot_tools version to be kept current.

We should probably auto-update it in the "repo" or "cros" wrappers, so that it stays currently automatically.

We need to be careful to NOT update the pinned versions of depot_tools that exist in chromeos checkouts.
