"ambient badge" cannot be disabled on chrome canary

Issue description

Steps to reproduce the problem:
1. Navigate to https://twitter.com/ or https://www.instagram.com/ on android. (screenshots attached)
Now on twitter you need to close two banners (cookie banner and pwa banner)
on instagram instead they listen to beforeinstallprompt to prevent the banner but it does work anymore.

Having this "ambient badge" cause numerous UX problems. 
- reduce visible space, viewport unit become even less relevant
- overlap with other fixed banners, snackbar (material design), which are very commonly used for inform user.
- it distract user from the service, why browser should suggest the user to install/open the website. it waste precious user time/attention.
- it encourage people to do not implement PWA features, if someone does not want to see that banner will be forced to have to give up on manifest json at least.

What is the expected behavior?
browser should not show a banner visible all the time. First user visit is critical and should not waste page space. I would expect to have an "add to homescreen" icon next to tabs icon.

What went wrong?
You cannot prevent ambient badge (banner)

Tested the issue using #68.0.3399.2 on Samsung J7, 7.0.0 and could not reproduce the issue as per the steps mentioned below.

Steps:
1. Launched Browser
2. Navigated to twitter.com
3. Able to close the banner.

@Reporter: Could you please update Chrome to latest canary and check if you still face the issue? If so please help us with details of your device?

Hi,
Sorry I think I was not clear enough on how to reproduce the problem. Basically I consider the bug you cannot prevent the ambient badge to display. You can see on Instagram picture we have the ambient badge even if it was prevented when listening with beforeinstallprompt and event.preventDefault.

Maybe an easier way to test this is using another website.
To reproduce:
1. Navigate to https://airhorner.com
2. Because this website use prevent default on before install prompt it shouldn't display the ambient badge, but it does.
