Issue description

Chrome Version       : 65.0.3325.181
OS Version: 6.2 (Windows 8)

What steps will reproduce the problem?
1. open chrome

What is the expected result?
opening my gmail account and mailbox

What happens instead of that?
mail.google.com unable to access => ERR_SSL_VERSION_INTERFERENCE

Additionally, what kind of network is this? (Home/work.) Do you have any antivirus, firewall, proxy, or other such product installed on your computer or network? This error usually indicates a problem with one of those.

It's a home network and i run a avast free version but even if i turn it
down it doesn't work.
I have sold the problem by disabling TLS 1.3
in chrome://flags/#tls13-variant
Is it a fine solution ?

It will not be possible to disable TLS 1.3 indefinitely. That's a temporary measure. TLS 1.3 brings performance and security improvements, so you'd probably want it enabled long-term.

This is a bug in Avast that's interfering with this security upgrade. We sadly weren't able to reproduce it, but we've been told that reinstalling Avast fixes it. Does it work for you?
