Allow Milo to continue serving GetCompressedMasterJSON for masters that have been turned down

Issue description

It's about time we got to this stage.  To continue to emulate Buildbot after master turndowns, Milo will need to know about them post-mortem.

This will require a hardcoded list of masters somewhere.

there is a hardconfigured list of masters in https://chrome-internal.googlesource.com/infradata/config/+/master/configs/luci-migration/config.cfg

it should not be hard to change https://chromium.googlesource.com/infra/infra/+/857d340b3860df8e15d43c09f5133d7c85d1c4ee/go/src/infra/appengine/luci-migration/app/master.go
to support response in JSON format, perhaps in the same way

alternatively to json, we could add a prpc service to luci-migration.
