Extensions being downloaded in different orders on different chromebooks.

Issue description

UserAgent: Mozilla/5.0 (X11; CrOS x86_64 10032.86.0) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/63.0.3239.140 Safari/537.36
Platform: 10032.86.0 (Official Build) stable-channel winky

Steps to reproduce the problem:
1. Log-on to Chrome and sync your account for the first time 
2. Let Chrome automatically download extensions.
3. Open newtab://

What is the expected behavior?
Every time I do this, newtab:// should go to "Tab for a Cause" newtab.

What went wrong?
newtab:// goes to "Ecosia" newtab://

I download the Ecosia extension and the Tab for a Cause extension at the same time, so my newtab page is Tab for a Cause, while my search bar is Ecosia. Depending on the random order of the extensions installing, sometimes the newtab is different from expected. It's almost half and half whether the newtab:// is Ecosia and Tab for a Cause. It would be nice to choose the order in which extensions install / choose which newtab:// takes priority.
