[MacViews-Browser] New Tab Button highlight issue when opening a new tab

Issue description

Chrome Version: Canary 68.0.3398.0 
OS: MacOS 10.12.6

What steps will reproduce the problem?
(1) Click on the NewTab-Button to open a New Tab, but don't move the mouse cursor after clicking on it
(2) Now take a look at the NewTab-Button and move the mouse cursor

What is the expected result?
The highlight should disappear, after the New Tab Button leaves the mouse cursor.

What happens instead?
The highlight keeps there until you move the mouse cursor.


A screencast is attached. It is more noticeable in an Incognito window.

Not sure, but maybe this will go away when the button hover/pressed/release  issue 795224  is fixed?

robliao@: Currently this doesn't reproduce with MdRefresh, because the NTB has a fixed position at the right side and is not longer next to the very right tab.

I have seen that there will be a flag for the position of the NTB in future ( issue 855729 ). When it's available, I can retest it again.

Please feel to close this report. I can reopen it, if it is still a bug when the flag is available.

Reopening per c#5: Latest Canary Version 69.0.3478.0 is bringing back the NTB to the right side of the tab. I can reproduce the issue now again. Attached a screencast.
