Use embedded server to restore history in WKBasedNavigationManager

History API doesn't work in file:// scheme in iOS 11.3 and iOS 11.4 (see crbug.com/814789) and breaks session history restore for WKBasedNavigationManager. The only workaround is to use an embedded server.

Found a workaround for iOS 11.3+ that doesn't involve an embedded server: crrev.com/c/1024929. Marking this as Wont Fix.
