Huge unexpected margin/padding between top of Chrome and tab bar

Issue description

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_13_4) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/65.0.3325.181 Safari/537.36

Steps to reproduce the problem:
This problem is intermittent and not reliably reproducible.  I suspect that it has something to do with disconnecting from an external monitor.

What is the expected behavior?
Chrome should have a reasonably sized header at all times.

What went wrong?
Chrome's header is increased to a size that makes the UI less usable.

Chrome version: 65.0.3325.181  Channel: stable
OS Version: OS X 10.13.4
Flash Version: 

Problem has been occurring for a few weeks.  I thought it might be specific to me but then discovered that a friend is experiencing the same problem.  I started asking around and found 3 people who experience this issue, all starting in the recent past.  Uninstall and reinstalling Chrome does not help.

This seems like a recent, significant regression in Cocoa-related UI. Not sure who's been working in this space recently - over to Elly.
