[MacviewsBrowser]: New 'Services' option is seen upon right click on any window

Chrome Version: 67.0.3396.0
OS: MacOS 10.13.3

What steps will reproduce the problem?
1. --enable-features=ViewsBrowserWindows
2. Launch Chrome
3. Now right click on the window & no 'Services' option observed
4. Navigate to any URL in omnibox & no 'Services' option observed
5. Now select(double click) the URL in omnibox
6. Scroll down & right click on window
7. Popup appears with 'Services' option in the bottom (after speech option)
8. Observed multiple sub options when we select 'Services' option

What is the expected result?
New 'Services' option should not be seen 

What happens instead?
New 'Services' option is seen with multiple sub options

Note: 
1. Same issue observed on Guest mode, Incognito mode also.
2. Issue is not seen without enabling above flag

I can't repro this at ToT. Maybe fixed by Views context menus?
