No consistent "Back" button handling / closing browser when shouldn't

Issue description

Device name:s7

From "Settings > About Chrome"
Application version:67.0.3396.8
Operating system:7

Please compare two situations:

situation 1:
open at least two tabs with pages and open third tab, where you have history. Pressing hardware Back button in third tab is moving over history and finally closing third tab (but browser is not closed and user is moved into other tab)

situation 2:
open at least two tabs with pages and go into Recent tabs and open third tab from it. When you press Back button, browser is closed.

Expected:
browser behaves consistent and in situation 2 is just closing third tab and switching user to one of other tabs

Tested the issue using #67.0.3396.8 on Samsung J7 and S7 as per the steps mentioned below and could not reproduce the issue?

Steps:
1. Launched Browser
2. Opened 2 tabs and opened history in 3rd tab
4. Clicked on back button
5. No such behavior is observed

@Reporter: Could you please help us with a screencast for better understanding of the issue?
